The Indian Government together with State Governments, is going to launch the ‘Mera Bill Mera Adhikaar’ Invoice Incentive Scheme soon. This initiative starts with the motive to drive social and behavioral change among the public, encouraging them to request bills for their purchases.
The scheme is scheduled to start from September 1, 2023. It is designed to reward customers who proactively request invoices from sellers during the business- to- consumer (B2C) purchase of goods or services.
As per the “Mera Bill Mera Adhikar” scheme, people will be rewarded with a cash prize of Rs 10 lakh to Rs 1 crore on a monthly or quarterly basis, for uploading the legitimate bills received from retailers or wholesalers on the mobile app.

States who are going to launch Mera Bill Mera Adhikar Scheme 2023
Initially, the “Mera Bill Mera Adhikar” scheme will be launched in six states and union territories including the state of Gujarat, Assam, Haryana, and the union territories of Daman & Diu, Puducherry, Dadra & Nagar Haveli.
Mera Bill Mera Adhikar scheme- Overview
The Scheme will be started on September 1, 2023.
It will be launched in the States of Gujarat, Assam, and Haryana and in UTs of Dadra Nagar Haveli, Puducherry, and Daman & Diu.
The minimum purchase value for invoices to be eligible for a lucky draw is Rs 200.
All B2C (Business-to-consumer) bills issued by GST -registered suppliers to consumers will be considered eligible for the scheme.
The purchase bill Invoices can be uploaded via the mobile app ‘Mera Bill Mera Adhikaar’ available on both Android and IOS and also on the web portal ‘web.merabill.gst.gov.in’.
The scheme will run for 12 months.
Eligibility for participation
Indian citizens are eligible to participate in this Scheme regardless of their State and union territory.
The phone application will require users to upload the invoice number, GSTIN of the seller, paid amount, and tax amount.
A single person will be allowed to upload a maximum of 25 invoices on App/web portal per month to be considered for the lucky draw.
After uploading the invoice, an Acknowledgement Reference Number (ARN) will be issued for the draw of prizes.
Details about the cash prizes
Winning invoices will be picked by a computerized method conducted on a monthly/quarterly basis.
More than 500 prizes with prize money worth lakhs of rupees are drawn monthly. Two bumper draws of Rs. 1 crore will be conducted quarterly.
For monthly draws, all the legitimate invoices must be uploaded by the 5th of the following month.
For the bumper prize i.e., the lucky draw of 1 Crore, a quarterly draw will be considered (which means the invoices uploaded within the duration of the last three months until the 5th of the draw month will be taken into consideration).
Documents required for claiming the prize
The winner of the lucky draw is required to provide additional information, including a PAN number, Bank Account Details, Aadhar Card number, etc., within 30 days from the date of announcement to facilitate transfer of the prize amount to them through the said bank account.
Candidates must be Indian nationals (excluding those specially excepted by the Government).
Only Business to Consumer bills, issued to or received by an end-user are acceptable.
The winning participants will be informed through a notification or an SMS sent on the Mobile App, and the Portal.
Participants need to provide a PAN number, Bank Account Details, Aadhar Card number, etc.
The cash prize will be credited to the winners’ bank accounts.
